Darzy I think to punch up the space is to add another molding above the "chair rail". It looks a bit wimpy for the room. I'd paint the lower level a color you love (everything is neutral so any color you love would work). After you pick a lower wall paint color, get some curtains with that color in it, but with a pattern because there is no pattern or item of "interest" in the room. Great furniture, but need a punch of color and pattern.

Darzy Oh..it is great you have the scones flanking the window so elaborate on that. Get some fabulous scones to make a statement on that wall. : ) this may not be your style, but notice how these sconces look fab with the chandlier?
