I agree with stellabelle. Ideally, you want to go for total wallpaper removal. Although it can be messy and time consuming, in the long run you are going to be happy you did. If you paint over wallpaper, you are more likely to see seams as well as wallpaper textures and patterns showing through. There is also the problem of the wallpaper failing from the moisture of the paint, and forming bubbles under the surface of the paint. Some circumstances prevent you from removing the wallpaper, and when that happens, make sure that you use an oil-based primer on the paper in order to mask the qualities of the wallpaper, as well as give the paint a nice surface to adhere to.

If you use an oil primer do you have to use oil paint over it?
